Solar Panel Cable

Question about AC and Inverters.?
Knowing how AC works would it be plausible to use something like: http://www.donrowe.com/inverters/vr_1000.html and use a Modified 3prong Cable (with fuse of course) to plug it from inverter to wall socket and basically have a grid-tied (sorta cheaply and this particular inverter runs at 60 Mhz so it would in fact be sync with the grid) inverter? Im asking because im looking to start a Solar project where I am grid-tied but im lookin at starting cheapest (couple cheap Solar Panels and a cheap inverter) and maybe stor the DC in a battery bank and once a month hook the inverter to the Grid. Use what little is saved on the net-metering from the power company and use that savings to buy more panels, better inverter, etc.
You need a special inverter that will synchronize it's output with the AC from the power company in order to feedback power to the power company. Usually this is either supplied or approved by them, as well as a special power meter. It's illegal to hook power source to the AC lines without their permission.
And they charge you for this equipment, enough so that it's not practical to do unless you can sell them power on a fairly continuous basis.
It's 60 Hz, not 60 MHz.
Once a month is not practical, as batteries have internal leakage, and will lose a lot of their charge over that long a period.
